Toto Finance Seeks 22 Million ADA for Cardano Copper Reserve, With 49% Gain Needed to Break Even
Toto Finance has asked Cardano’s community treasury to provide 22 million ADA, worth approximately $5 million, to establish a blockchain-based copper reserve. Under the proposal’s assumptions, copper prices would need to increase by nearly 49.4% for the treasury to recover its investment if all allocated funds are spent and ADA’s dollar value remains stable.
The initiative, called the Cardano Strategic Copper Reserve, would give the blockchain exposure to tokenized physical copper. Community voting on the funding request ends Nov. 15.
Toto Finance focuses on bringing physical commodities onto blockchain networks through tokenization. Copper, frequently nicknamed “Dr. Copper,” is widely monitored by investors because its price can provide clues about industrial demand and the direction of the global economy.
Proposed Reserve Would Hold Copper for Up to Two Years
Roughly two-thirds of the requested funding would be used to purchase exchange-grade copper stored at a COMEX-approved warehouse near New Orleans. Each pound of verified copper would be represented by a digital asset known as CuTT.
The plan calls for holding the commodity for 18 to 24 months, followed by a gradual sale over the next year. Toto intends to return the proceeds after costs, along with any unused funding, to Cardano’s treasury within 36 months.
The treasury would not receive a guaranteed return of its original ADA.
The remaining allocation would pay for storage, insurance, audits, oversight and Toto’s project-related services. If the entire budget is used and ADA’s price in dollars remains unchanged, copper would need to appreciate approximately 49.4% for the treasury to break even.
The proposal assumes copper can be purchased for $6.73 per pound and sold for about $10.06. A lower overall expenditure would reduce the appreciation required to break even, while an increase in ADA’s dollar value would raise the copper-price gain needed to recover the contribution’s original dollar value.
Founder Highlights Potential Copper Appreciation
Monty Metzger, Toto Finance’s founder and chairman, argued that the commodity could generate enough appreciation to cover the investment’s costs. However, he acknowledged that copper prices could also decline.
“Copper has significant upside potential, with bullish scenarios projecting approximately 30% annual appreciation. At that rate, copper would appreciate 69% over 24 months, potentially more than covering the 49.4% break-even threshold. Of course, commodity prices can also decline,” Metzger told CoinDesk by email.
Metzger said Toto would not take a direct profit from the proposal, adding that Cardano’s constitutional rules governing audits and oversight account for much of the additional expenditure.
The budget includes 2.64 million ADA for technology and project management, along with a 441,732 ADA execution fee. Toto may also receive up to 278,291 ADA through margins on third-party storage and insurance invoices, which are covered by the operating budget.
These payments could total approximately 3.36 million ADA, equivalent to around 15% of the full request.
Toto Would Retain Rights to Its Tokenization Business
The proposal separates the treasury’s investment returns from Toto’s commercial interests. Toto would retain the commercial rights to its CuTT platform and revenue generated by the separately funded business, while Cardano would benefit from copper sales and any funds left unspent.
Metzger said the company hopes to expand the business to “$5 billion in tokenized copper assets” and suggested Cardano could become its flagship showcase.
The tokens would initially be created on Ethereum and locked in a bridge intended to enable corresponding tokens to be issued on Cardano. The smart contracts and security reviews required for the system remain unfinished.
Metzger said real-world asset tracking platforms have “historically focused heavily on Ethereum-based assets.”
Legal ownership of the physical copper would remain with Toto. Metzger said an independent collateral agent and first-priority security arrangements would protect Cardano’s treasury if Toto failed, but he did not identify the proposed agent.
Treasury Limits Add Pressure to the Decision
Cardano’s available withdrawal capacity is another important factor in the proposal.
The network has a 500 million ADA withdrawal cap that runs through approximately July 2027. By Oct. 16, 457.4 million ADA had already been withdrawn, meaning the copper reserve would use slightly more than half of the remaining allowance.
Under current rules, returning investment proceeds would not restore the withdrawal capacity consumed by the initial allocation.
The proposal also faces a demanding governance threshold. In late May, the Cardano Foundation sought 7.8 million ADA for its 2026 summit but received just 65.21% support, below the two-thirds majority required for approval. The summit was subsequently canceled.
Toto Finance is seeking almost three times that amount for its copper strategy. With voting closing on Nov. 15, Cardano holders must assess whether potential commodity gains justify the substantial break-even requirement, operating costs and risk of failing to recover the treasury’s initial contribution.
